Introduction

The Pellissier Neighborhood Association was initiated in 2018 with the main focus on neighborhood development and addressing neighborhood deterioration due to inadequate service delivery. The Pellissier suburb is located in the South of Bloemfontein, Free State Province, South Africa.

Name & Registration

The Association is called Pellissier Neighborhood Association t/a Trots Pellissier and was registered as a non-profit organization on 11 February 2019 (NPO 222-445).

To create a clean and safe environment and to improve the overall quality of life and well-being of residents.

Mission

• To enhance safety and security
• To maintain a clean and hygienic environment

• Improvement of the neighborhood through citizen involvement and participation

Trots Pellissier achieves its mission by:

• Educating residents and the business community on the processes of neighborhood development and the importance of preserving the potential of the neighborhood;
• Promoting neighborhood interest and participation in community issues;
• Foreseeing and calling attention to emerging trends and problems before they reach crisis proportions;
• Serving as the neighborhood’s voice for policies and programs that improve health, safety, and wellbeing for both residents and the broader community;
• Providing a forum where residents, businesses, and institutions can communicate on items of mutual interest;
• Identifying and promoting the interests and concerns of the neighborhood, including but not limited to safety, neatness, and neighborhood improvements;
• Representing neighborhood interests by acting as a liaison to other neighborhood associations, civic entities, and relevant groups;
• Promoting desirable development in and adjacent to the association’s boundaries to protect the residential integrity of the neighborhood and homeowner property values.

Management & Finances

Management of the Association consists of seven (7) members elected at an Annual General Meeting. Funds are primarily generated through monthly contributions from residents who sign up as members of the association, donations, and business involvement. As an NPO, all funds are utilized to the benefit of the community.

Focus Areas

• Safety and Security – Installation of cameras to monitor access to Pellissier, suburb patrols, liaison with security companies, reporting faulty street lights, updates on crimes and trends, and community awareness.
• Health and Hygiene – Refuse removal, reporting of sewerage problems, water provision, and addressing illegal dumping.
• Environmental Issues – Pest control, plague control, reporting channels for unforeseen situations, and repairs to road surfaces/potholes.
• Neatness – Maintaining islands and open areas, cleaning streets, and ensuring street names are visible.
• Communication – Providing a platform for residents to submit inputs; regular feedback from management and role players regarding issues and progress on relevant matters.

PROUDLY PELLISSIER started in November 2018 as an initiative of the then Chairman, Nico Gerber. At first, it was a few volunteers who jumped in after work on Saturday mornings and Wednesdays to pick up the rubbish and cut grass on the traffic islands and open fields. It was a modest attempt to prevent the decline of our neighborhood. With the Mangaung Metro Municipality (MMM) no longer able or willing to provide services, residents themselves jumped in. They launched cleaning actions to ensure that our neighborhood did not reach trash status, as many neighbourhoods experience.

In 2019, we held an information session at the PBS school hall, and PROUDLY PELLISSIER was introduced. From there, we started to recruit members who could contribute financially to the sustainability of our initiative. We are still nowhere near where we want to be, but the contribution we are already making to the cleanliness of Pellissier is visible to everyone.

Many residents are still under the impression that the maintenance of Pellissier is provided by the Metro, now you know that it is PROUDLY PELLISSIER!
